First I must say that Greatest does not equate to Respectable nor Good.
there are many great men in the past and one of them I felt is one of the greatest in the history of mankind is the China Emperor 'Shih Huang Ti'.
He is bad because .....
He had killed thousands of his own people to build the Great Wall of China and he had burnt many books especially those medical.
But what I felt that make him the greatest is he single-handedly united the whole of China when there were many civil wars between the warring states.
Because of him, the whole of China adopted a common Chinese Language to communicate with each other.
