Some scientists theorize that the universe is fractal in nature. I don't know about that, but if we assume that it's true with the knowledge that the state of the universe effects all of us, then yeah, the biggest fractal ever influences everything, even our moods.
To answer your question more directly though, starting at an image of a fractal for a long time can be very meditative. I have an image of a fractal hanging behind my easel so I can just stare at it and chill when my brain gets overloaded. The way they suck you in is relaxing.

I don't think so. I sure can appreciate and admire them but, until now, I never saw one that could make me sad as a photography of a hungry child can. And they never made me smile, like a beautiful picture of a smiling child or a baby animal, for example.
Besides photographs, other kinds of images, like paintings and drawings and illustrations, can provoke different kinds of feelings and emotions but fractals...No! Not to me, anyway...

Hmmmm, interesting question. I'm not really sure that it influences my mood in a big way, but I have seen many designs that are really beautiful, and they will often times cause me to sit back and become dreamy. They can also stir my imagination. :) So yes, I guess they can influence my mood, lol.
