I want to cut a picture of my brother and place it onto a background picture. I just don't know which tool or process is needed to do this.

You need to trace him or "clip" him from the original picture. Select the traced area and copy to clip board. Open the destination file and create a new layer. Paste into the new layer (so that you can move it around). When you have the right placement. Merge the layers. Blend using the finger tool and that should be it.

You could "clip" your brother out but erasing everything around him then using the magic wand select the white area, do inverse selection and you should have the running ants around your brother.

use the "pen tool" for best results....you can use the "extract" feature as well, although this option requires more touch up.
this is for taking an element of a image and placing it in/on another.

copy and paste works for the entire image.
