Once hair is grown it is dead and does not know anything.
You may think chest hair only grows once it is cut but that is not the case.
Chest hair, like the hair on your head, grows continuously. But, unlike the hair on your head, chest hair only gets to be a certain length before it breaks and parts of it slough off. This is true with all body hair except the hair on your head.

Depends on our genes and hormones (and also other factors) how long it grows and when it falls outs. Its like a cycle of growing, shedding and a brief period where there is no hair. This is different depending on the area. Like on our heads where it stays longer then it falls out, hence it has time to grow longer. This is unlike on our legs, for example, where the hair sheds more often, appearing like its stays in the same lenght.
Since we don't shed it all in one go (I wish!), we always have hair. Of course depending on diet, age, genes etc.

I think that is because hair doesn't know anything but our brain does. I mean the brain tells them do grow this much and stop it, maybe. From some cords the message is transferred there and is in action. however, the hair on our head doesn't stop growing, but as it grows long it's power to keep on growing slows down.

i don't know of a internet site yet seen a in many instances good decrease. Layers, which i'm confident you already seen.
