I have a feeling that you are referring to the little bubbles of air that sometimes form in a glass of water. Air dissolves to a small extent in water and the colder the water the more dissolves. Thus if cold water saturated with air is warmed a little a few small bubbles of air are released.

There is another phenomenon where small bubbles of steam are formed and released from the bottom of a pan or from a heating element, cool and are reabsorbed into the water. This occurs before the bulk of the water reaches boiling point and is known as nucleate boiling.

There are also fizzy drinks where dissolved carbon dioxide is released in the form of small bubbles.

i looked at heres what i got.

There are gases (like carbon dioxide, oxygen, etc)
dissolved in water. When water is heated, these gases are less soluble
in the water. When you boil water, the bubbling is dissolved gases being
released. So I would say that leaving a glass of water out all night
lets the water "warm" up and those bubbles are bubbles of oxygen, carbon
dioxide, etc being released. No, you're not boiling the water by leaving
it out...the gases are just less soluble at the warmer temperature

Depends!
If it makes bubbles because it is hot, it is boiling.
If it makes bubbles being cold, it is a sparkling water (with gas in it that evaporates to the surface).

Aeration, that is when you cause bubbles to form by introducing a gas into the water.
