Because it fits on the dial with the intervals of 5 in 60 for the minute hand. It is also partially inspired by the design of the sundial which was literally a piece of stationary stone with a single triangle adjacent to the structure protruding in a diagonal fashion upward and out so when the sun hit it it cast a shadow that would serve as a general indication of the time of day...

With the determination that there are sixty individual units in an hour it is far simpler to make clock that's based off of twelve because if there were 24 slots we would have to develop a separate dial for the minutes to ensure accuracy in the reading

a brief history as to how it was conceived:

at first, people had known that the earth revolves around the sun in twelve (12) months to complete one cycle. From then on, the number 12 has been the basic platform of time.

12 hours for daytime
12 hours for nighttime
----
24 hours a day

a day is considered complete with 12 hrs. of daytime and 12 hrs. of nighttime, that's why we have 24hrs. a day.
