Wash it in the max hot wather your machinse has. Then the hottest dryer temperature.
Ironing make the opposite.
You can cut the sleeves and bottom fold borders to inside a little and sew with a thread of same or matching color.

What do you call "safe" ... shrink to fit or shrink without shrinking everything else in the washer? Wash them separately on a hotter wash than usual maybe ...

put a load of weight then your t shirts appear to shrink

Wash in HOT water and dry on HOT. That sould shrink it as much as it will.

Definately in the tumble dryer, they have a knack of shrinking cotton!

I do this all the time: just put the top on, pinch either side to see how much you need to take off, turn it inside out, pin where you pinched it and then sew and cut excess off.

wash it in hot water and then put it in a dryer (but make sure that the t-shirt can be washed in hot water and put in a dryer)

Hot wash - on it's own incase colour runs and stick it in the drier
