I doubt there is a city or state-wide rule on fences, but check with your home-owner's association. They might have restrictions on what kind of fence you can build. In my neighborhood, all fences have to be the same. The boards alternate so both sides are "good", and the top is covered by boards for a more finished look.

Here in the northern NJ region many local ordinances require that the good or finished side face toward the outside or public viewing side so as not to diminish the quality of the views in the neighborhood. If you have the same kind or ordinance then the only way around that and still put up a fence so that you can see the pretty side is to double finish it, meaning both sides at the extra expense that will cost.So before you do it please check your local zoning laws so you don't get any nasty and expensive surprises.

The "GOOD" side should always go to the person building the fence...If you are sharing the cost, maybe you can do 8' feet good, and 8' the other...I would think this would be the answer for all states...
