Get chinchilla dust bath at a pet store. Get a small cat litter box while you are there. Put a little dust in it and put it in the cage. They will roll around and shake off the dust and will be clean and stink free.
You also have to clean the cage frequently. At least once a week.
NEVER give a chinchilla a water bath. It ruins their coats and makes them sick.
The dog has a strong prey drive. Meaning his instinct to kill little furry animals is strong. Distract him with a toy, move the chinchillas to a different room and don't let the dog near them anymore. One of these days he won't be able to resist chomping one of the little guys.

How old are your chinchillas?

If they have loose stools that could be a problem.

If their cage is not cleaned often enough it smells like urine.

My chin, when he turned about 1 1/2 developed malocclusion. It is a yellowish fluid that makes the chinchillas wet around the mouth and chin areas. It does kinda smell. I had to have him put down.

Your chins should be out of your dogs reach. They may be attacked.

You probably need to change their bedding more often. They shouldn't smell that bad if they're in a clean area. Also, it sounds like your dog wants to eat the chincillas. To get her to stop sniffing and nipping them, get them away from her! Dogs eat rodents. This is a bad combo.

dust bathe them at lease 3-4 times a week and clean its cage! its probably all the piss left over. it can get pretty stinky!

Its not the chinchilla that smells it is their urine. ammonya is in their urine and that makes it smell
