As a general rule, until someone hits their personal rock bottom and is ready for help, there isn't much you can do. They are making choices and will have consequences of those choices. (Or if you want to get biblical, you reap what you sow.)

You can talk to you are blue in the face and if they don't want to leave the games alone - they wont.
As a last resort, you can rip the game cord out of the wall and toss the system out of a 6th story window. Then slap him repeatedly.

tell him how to be a good man!!! .. show some examples of people who have ruined their lifes .. OR if he thinks gaming is fun .. u show him some other way to be fun like do some sports in skool..

1) Negative enforcement
2) Positive enforcement
Negative Enforcement: Threaten to smash his computer if he fails his next paper.
Positive Enforcement: Promise to let him touch your breast if he passes his next paper.

Use the gaming as a reward. Steal his joypad and give it back to him when he has completed his work. Give him a slap as well it helps to point things in the right direction.

Your friend could just be lazy, but then again, he may be clinically depressed.
Contact your university's counseling service.
Perhaps when you tell him you have spoken to the counselors about him, he will realize there is reason for him to be concerned about himself.
However, if he refuses to help himself, there is nothing you can do.

Ask him to study with you one night on the classes you both take.
Any quizzes, tests, midterms coming up? You can study for them together and he'll see it's not too hard.
