I've heard that there is a new Open source sound layer that sits over ALSA, and is cross platform. I didn't catch the name, does anybody know if it exists? (or was I dreaming)

That could mean several things, the predecessor to ALSA was 4Front Technologies Open Sound System and there is indeed an emulation in ALSA to allow applications written for the old system to work.

However, I suspect you may be referring to one of the 'sound servers' like Arts or Jack which run on top of alsa and provide various routing facilities.

You could also be referring to PortAudio which is a library providing audio io functions across Windows, ALSA, OSS, Jack and probably a few others.
