Yes, and it's not too difficult or expensive depending on the species. You will need the proper paperwork filled out that you can find at this website: http://www.cites.org/

To answer your other questions, the best beginner snake is probably the cornsnake. They are diurnal (stay awake during the day), rarely bite, and are very curious and easy going. You don't have to spend much time with your snake if you don't want, but they will need fresh water at least once a week, a clean cage, and stable temperatures. Feel free to contact me if you have any more questions.

Yes, you can transport snakes from one country to another. But.. ONLY if that particular snake is allowed into the country you are shipping to. Some will require the person receiving the animal to have a license, some will not.
IF you are in the United States....
You will need a Federal Fish and Wildlife Import/Export license first.
After you have that, you will need to apply for the CITES paperwork for the animals you intend to ship. And you can only ship from a US Fish and Wildlife Designated Port (airport)
The length of time it takes to get the permits back varies depending on the type of snake that you are transporting. Ball python paperwork comes back rather quickly while some boa paperwork can take 6 months or longer.
Depending on the country you ship to the price can vary as well.
There is no quarantine health certificate or food/water requirements for shipping snakes.

it is possible. First you need the correct export and import licence. you need suitable containers that are correctly ventilated, food and water as well as sufficient space for movement.

A qualified vet could advise you much better than any on here.

You could also buy snakes from a certified trader, make certain they are legally certified, as often pets are important under extreme inhumane conditions. many pets are dead, of which are suffocated by the dead bodies lying on top of them.

The pet trade is incredibly cruel. I always say to myself, how would I feel being put in a cage when before I could roam or soar. How would i feel if i was put in a tiny glass cage and fed things with things I do not normally eat. how frightened would I really be, day and night being touched by something that is alien and may not feel nice to me.

Just a thought.

You can... It not only involves paper work from CITES but also a certificate from a quarantine officer of your country and also the health certificate from a quallified vet that indicates it is not carrying any dreadful diseases.

More over, it requires sophisticated cages with all facilities including water and prey during its journey.

It may costs huge bucks and also at least 90 days of quarantine period in the country where you are going to transport.

Don't know about transporting the snake to another country... but corn snakes or gardner snakes are the best snakes to start of with.for more information go to www.google.com or www.ask.com and do your research before you commit to a snake, for the sake of both of you.

Haven't you seen the trailer to the new (ridiculous) movie Snakes on Planes? Lock em up tight if you do.

I don't know you should have a chat to a vet or contact an organisation connected with pet transporting, they should give you all the info you need. I think they still need quaranteened though.

Likely every country has different rules and regulations. I think in most countries you would need a permit. but you should google it.
