Jim, in short: no one will offer free legal advice online. If you have a legal issue that you are curious about, you can certainly research it -- but an attorney will not simply give you legal advice online. There are too many specifics involved in every case (including yours) for adequate advice to be properly provided online. If you need free legal assistance, there are many legal aid organizations (yes, including Filipino attorneys, and those that speak Tagalog) that can give you legal advice for free or for a nominal fee. To find one of these legal aid organizations, I suggest that you start by looking up your local Bar Association (that's an organization of local attorneys). You can ask the Bar Association to refer you to legal aid organizations specializing in your area of need (ie: Tagalog, landlord-tenant issues, etc.). Good luck!
