These bags are shaped like a tear drop and are rough looking. What are they and what do I do about them?

Here in zone 5 they're called bagworms. They are pupating moths which like evergreen shrubs and trees. BT (Bacillus thurigensis) is sold as Thuricide (and in other forms) and will kill them. It is not a chemical control, but I don't like to use this sort of thing anyway. Even though it's organic, it kills bagworms, so it kills other insects, too.
Even when you kill the bagworms, those gross little bags will still be on your plants. To get rid of them there's no easy way...it's pick and burn.

A bag of Worms- does it have webbing around it like a Cacoon.
