I dont think there is physical limitation with Outlook on outbound mails. There might be some settings implied by your network administrator. Please consult them for remedy.

Sounds like you have a corrupt install of Outlook.
Outlook will generate as many mails at once as you have addresses. Separate the addresses with a comma.

Its not the issue with your outlook.
check with your mail server & update the configuration file for your account.
