That depends. If you break the kiss off immediately, no. If you continue it, yes.

Except for the small chance that a stranger came up and ambushed you from behind with a big wet one, then yes it is cheating. From the time we are babies we begin learning to read the body language of the people around us. You would have known what was about to happen, and could have prevented this unwanted attention. So most likely you have been enjoying the extra attention this girl has been giving, and the excitement of almost crossing the line, but maybe not quite crossing it. My point is, you would see this coming and could have prevented it at many points before the kiss. So you would share in the responsibility, and therefore were cheating.

Not necessarily.
If you broke off the kiss from the girl who was not your girlfriend right away, then no, it's not cheating. You can't control what other people do and think.
If you kissed back, then it could be considered cheating.
If you are not interested in the girl who kissed you, you should let her know, and probably keep some distance from her for awhile, even if she is a friend. You should probably explain to your girlfriend what happened, and tell her what you did and what you are going to do about it (keep your distance from the other girl.)
If, however, you are interested in the girl who kissed you, I think you should be fair to your girlfriend and break up with her before anything else happens.

If my Sister would have been the first girl I would have felt it bad.

Yes, it's cheating, coz u gave the chance to the other girl to kiss you; unless it's a fast, unexpected kiss from a girl who likes you.

if you know that if your girlfriend finds out, and she be ok with it?, then no its not cheating, however, if your girlfriend finds out and she is not ok with it, then yes it is cheating, and you also have the chance to pull away.
