I live in Toronto and just wonder that.

7am means youre metabolism and blood circulation will be higher throughout the day and youll be sharp and alert
unless you have one too many beers for lunch

Healthwise, no difference. It depends on where you jog. I would not want to run on roads during the 7 am rush hour traffic. At 9 pm it is dark out, most of the year. There would be a traffic danger running on roads. In the US running in parks or on fields might be dangerous: all sorts of muggers and kooks come out after dark.
Running inside after 9 might be the safest.

I think depending in your location,the kind of job that gives you an allowance to work-out and the time of the year plus its season,you can easily pinpoint the pros&cons in jogging at those timeslots.

Pros - Beat the heat, less likely of talking yourself out of it or having something come up to keep you from it.
