Well, it all depends on how mature and experienced one is. Younger girls may betray their feelings via eyes and if you studied human psychology you will at least have some clues to it. However, it is not easy to read from mature and experienced women because they would not show their feeling easily. The only way is to detect whether they are lying only when they avoid eye contact with you or look "fierce" to you. Because they are hiding their true emotions by putting up another look to mislead you.

Yes one can easily understand how a person feels about you by looking into the eyes. But for that one has to study many faces before you can master the subject.
