I really want to answer your question, but it's a little bit difficult for me, because I've never heard about masonry cotracto.
I'm from slovakia and here we are only masonry workers which work on licence and I think no one speak english. The secend possibility could be a bigger construction company. Or the third possibility for you it's to find a mediator.
