Can the prime minisiter be the head of state?

There are two basic executive roles: Head of Government, and Head of State.

The job of Head of Government is to actively oversee the day to day functions of the government. Heads of government have control over the Military, the Bureaucracy, and generally set the legislative agenda for the nation. This is job of real power.

The role of Head of State is largely a ceremonial position. The Head of State is the first man/woman of the land. He or she represents the embodiment of the nation and its vales, but wields no real power, and has no real say in the day to day affairs of government.

In Presidential styles of government, Presidents are both Heads of State AND Government.

In Parliamentary systems, the Prime Minister is only the head of government, and the monarch (or appointed president) is the Head of State.

So the Answer to your question is, no. In a Parliamentary system, the PM cannot be Head of State. The offices are always seperated.

Prime Minister / President is the head of nation
Chief Minister / Governor is the head of state
Mayor is Head of the City

The roles of Head of State and Head of Government is combined in many countries and specially in federations. (South Africa is but one example).

I do not know of any example where a Prime Minister is Head of State, and I believe that the reasonong on Jack will explain this. In most countries wehere the role of Head of State and Head of Government is combined; it is in the role of President (Like USA).

Even the term "PM" indicates that he adMINISTERs the country for his head of state.

Countries like Australia, Canada, New Zealand etc are Constitutional Monarchys. In each the Queen is only a figure head and has no real legislative power. It is the government that holds the power and no one person>
