It is not necessary to have even teams, but is highly recommended, since otherwise one team will have to sit out every week. Also, while the majority of the teams will have one bye, at least one team will have to suffer through two.

If you absolutely have to have an odd number, first use a site that will still let you do a live draft and, second, there are some alternatives to consider:

1) You can switch from head-to-head to total pts scored with the highest scoring team after wk 14 winning the regular season title and the top 8 scorers advancing to a standard head-to-head playoff. However, a lot of people find this format less exciting.

2) If you have exactly 9 or 15 teams, you can switch from head-to-head to three-way games, with the winner scoring 2 pts, 2nd place 1, and the loser zero. Regular season winner is the team with the most points. Your fantasy service may, however, not allow this option.

3) If the money pool is big enough, you can have weekly mini-contests, where the bye week owner picks a stats category for the teams, including his own, to compete in. For instance, an owner with great RBs could pick most rushing TDs or yds. The weekly winner gets whatever cash prize you've allotted. This way, the bye teams still get to compete over something and have the concession of tailoring the contest to their strengths. If you do this, specify that it has to be a "positive" thing, so you don't have guys taking David Carr off waivers and then choosing "most sacks suffered". The bye week player would also have to declare which of the relevant players he would have started that week.

Depends on the site you are running the league from.

There are some sites like fleaflicker.com, that allow you to do it, as all it means is one team has a bye week, whereas yahoo doesnt allow you to draft if there are uneven teams.

It won't let you do a live draft if you have a odd number.
