There are toll roads in Orange County. These were built as privately funded by-passes (to allieviate congestion on I-5), without state and federal money.

All of the 7 major bridges crossing San Francisco Bay are toll bridges (in one direction), and it's virtually impossible to avoid them all if you're driving around that region. This makes those highways/interstates basically toll roads.

The only toll roads that I know of in Northern California are the bridges in the San Francisco Bay Area. For example, the Golden Gate Bridge is $5 southbound.

Toll roads (excluding bridges) do exist in California
The most famous (and beautiful) is the 17 mile drive in Monterey
Entry is approx.8.75 for cars, but free for pedestrians and bicyclists. The 17 mile drive is maintained by the Pebble Beach company
There are other toll roads in Orange County and numerous bridges (including the Golden Gate) which require toll in order to cross.

the bridges have a $3 to $5 toll. you can't avoid it, unless you have 3+ people in your car M-F during rush-hour traffic.
