2 things.
Compulsory for all on this earth to learn the sign language (those used by the deaf/dumb physically challenged) so that we all can communicate with one another universally.
Apply these 5 rules and make them compulsory for all to adhere to: Free your heart from hatred. Free your mind from worries. Live simply. Give more. Expect less.

I'd make it so no one could hurt any one else maliciously - all guns and bombs e.t.c would vanish instantaneously and any attempt to hurt some one would backfire in kind on the hurter e.g. if you stabbed some one it would hurt you. That should force people to be nicer to each other, because people can't do it voluntarily.

Eliminate Clothes!! that way every body would be seen as equal. & there would be harded to hide things on a persons body.
Plus it would make people more aware of what thier bodies look like
