Well, I think its perhaps every young man's ambition to have sex with his girlfriend's sister. However, some men are able to control themselves, and hold their relationship in some sort of respect. He'll certainly be wanting to have sex with your sister again, and again.
I would suggest that you ditch the guy, and find someone else who respects you more. Let your sister have him if she wants him

As a rule, I would never go out with my sister's or friend's ex, current, or even someone one of them had liked. Much less have sex with them. I found the value of our bond would always be much stronger than one that I had found in any man. But, some women don't see it like that. And, from the sound of things, you weren't even ex's at that time. It could be that your sister envy's you. She could be in competition with you. Or, she could have truely had a crush on your bf and didn't know how to contain herself. Perhaps you can come to a truce with men. Get rid of that one, he is yesterday's news. If it happens again, you may want to wait until you know a new guy enough to explain what happened with the last two, this way your man can be on guard against her advances. Good luck. I would stop dating him. If he'd be so low as to sleep with your sister, he obviously doesn't truly care about you, and is in your relationship only for sex (and if you're abstinent, good for you, but his interests are not your interests, and would cause problems later on in life). He has put his physical wants above loyalty, trust, and fidelity, and is bound to be highly impulsive later on in life. I am also disturbed at the fact that it was your little sister... it shows desiring a youthful body, as opposed to a learned mind.
I would also suggest forgiveness instead, if he is truly sorry. If his misdeed tears him up inside, and he constantly expresses his guilt, shame, and sorrow... let him know that you forgive him, but remind him, "First time, shame on you. Second time, shame on me", and let him know that it will not happen again, at the risk of him losing you.

To me it sounds like the end of your relationship with your boyfriend .. If your parents are not aware of their little girl having sexual relations they should be made aware of that fact ASAP
there is unwanted pregnancy to consider also STD's .. you might want to have yourself checked also .. If the creep was low enough to cheat with your sister who knows whom else he has cheated with
you don't state how old your little sister is but if she is underage then by all means it is your duty to alert the police in your local area that this has happened
I wish you and your sister all the best .. don't let what this guy did ruin your relationship with her ...
