It's called French kissing when the tongues touch and play with each other. However, this is just one sort of thing you can try. The secret to a good kiss is in variation.
Here are some tips:
It's best to kiss with your heads off-set at an angle.
Always try to swallow before you kiss. Moist, not wet.
Get your hands in on the action. Caress his face, hold his neck and pull him to you.
Suck and nibble the lips in between the tongue-probing.
Every now and then, detour away from the lips, elsewhere on the face.
Don't dominate the kisses. You are kissing together.
Stop in time. Make him want to come back for more.

we kiss by instinct. if we really like someone everything will just happen'. french kiss indeed involves tongues. but not from the first second. first just touch your partner's lips and kiss them softly.then barely touch his/her tongue with the tip of your tongue, you'll end up playing around with your tongues. you can also play with tongues outside your mouth as well as inside.

french kissing involves tongues, where as normal kissing does not and there is no "way" just do what feels right

Actually you don't have to start with your tongue. Just open your lips and put it slightly and smoothly on her lips and then see the response after that you may use your tongue again very slowly.
