Hey i had the same problem....don't opt for BSNL/MTNL they might look cheap on the outside but their services are a mess plus their billing is very erratic (i have been suffering).
You should opt for sify broadband for a plan which limits your usage to say 1Gb per month without any restrictions on the no. of hours that you are logged in for, it'll be available for a reasonable rate plus night times will be free for downloading.

BSNL Datone Broadband is best i speed and it has 400 MB limit.
it includes upload and download so u pay 250rs per month so its economical too.
The problem is u need a BSNL phone for that.
I am using the same service, its great.

You have specified your expected Internet Usage. But, you have not specified the COUNTRY/CITY where you are looking for the best broadband connection.
Anyway, if you are in India and you have DATAONE, its very good. The Unlimited Plan for Rs.900 is good.

depends on a few things where you live , your equiptment and how much your willing to pay! a less generic question would get a lot better results. personally im at 15Mbps for around 25$ per month on ddsl < smiles>
