No. It is a fertilized egg, but the development has anyway been stopped by refrigeration.
Once upon a time, most eggs were like that... don't worry, it has no relevance on the taste, nor on the healthyness. I just don't use it for a boiled egg (I don't like to see it), but for an omelette it is just the same.

blood in the yolk just mean that the chick embryo began to grow. it does not mean that the egg went bad. you can still use it to cook/ bake.
to prove this, in the philippines, there is a native delicacy called balut. it is duck egg, incubated to make the chick grow inside. then once the chick is grown, but not fully grown - meaning there are tiny hair/ but no feathers, the eggs are boiled. these are eaten with a bit of salt. yum!

If there is only a little blood in it then it is fine but a lot of blood won't kill you it just won't be very apetising
