Typically it refers to female blondes because for a long time it was quite an admirable trait to be beautiful, and stupid. In the last twenty to thirty years, men have been more attracted to someone for the whole person, and they tend to want a woman who can think. Which is when people of both sexes began making jokes/ insulting people who depended on their looks to acquire a mate. This is where the dumb blonde joke was born. Smart women were now more attractive, and girls who were dumb (or those who pretend to be to make boys like them) were less saught after. Which is why, unless specified, you can assume a dumb blonde joke is about a girl.

usually its a girl unless specified other wise, and i've noticed that too but its because girls are usually referred to as "bimbos" and the jokes usually refer to blond "bimbos" ♥

The girl in S.E Asia who die hair blond look so stupid, like a monkey did a nyao nyao on her head because it's fake and then you can see her roots and she look like cigarette head style. Real European style blonde is pretty - not fake.
