As others have said, it is Americanized Chinese fast food that is fattening, not the real typical Chinese person's diet. Beyond that, Americans are far more sedentary and lazy than many other cultures, and people in China tend to be far more physically active in their daily lives, even from just basic activities like walking, bicycling, or running errands, so they burn off far more calories than the typical American couch potato.

A traditional Chinese diet is NOT fattening. Americanized, restaurant-style Chinese food is - it contains much more meat and sauce and less steamed rice than a "real" Chinese meal.

Eating a staple diet - where the primary source of calories is fixed (rice, for "real" Chinese) also helps the body/mind regulate intake.

One of the reasons Americans and other affluent cultures gain weight is because there are so many choices and the food is different at each meal. That naturally makes one eat more.
