I have Photoshop and Coreldraw both but i dont know how to use it.

Photoshop will do the trick. Resize the pictures and read the help for improving the quality. This differs from picture to picture. Sometimes colors need to be enhanced, sometimes it needs to be smoothened, sometimes it's the contrast needs enhancement.

Photoshop is the correct product for such tasks. Google to get some Photoshop tutorials to get started !

you can try some adjustments ... using a free software like picasa from: http://picasa.google.com/
but keep in mind... you can change the contrast, brightness ...but you can NOT increase the initial resolution of that picture.

some software (photoshop) can do the job. but you won't expect much improvement or distortion occurs.

photoshop open picture
go to "image" dropdown
select "resize"
then resize
