I suppose that would depend on many factors.
First of all, her age. If your sister is 18 or older, she can very well do and dress however way she wants.
If, on the other hand, she is still living at home with your parents, then It would depend on what rules your parents lay down regarding dress codes for the family that is still under their care and guidance.
And besides...what do you care anyway?

A woman can wear whatever she feels like. It's not morally wrong if she wants to feel sexy. Do you expect her to walk around with a paper bag on her head?
Sure, some people might think it's over the top, but it's her life. Not yours.
Besides, who's to say what's sexy and what's not, I'm sure that someone would find the paper bag sexy, so she's stuffed either way.

How old is she? Over 18 then she has that right to find herself. AND NO MAN HAS THE RIGHT TO TOUCH HER BECAUSE OF THE CLOTHES SHE WEARS!!!!!
Give it some time she'll eventually learn that if she wants to find a good job she can't go dressed like that.

lol, depends on her age, and yours. if you're her older brother, it's natural for you to feel protective of her. you're well aware what 'dressing sexy' does and what it means, and you want to protect her. if she's under 16 or so, she really shouldn't be, that's way too young. girls dress sexy without really understanding the way guys' brains work, and the younger they are, the less they understand.

depends on if she is dressing classy sexy or sleazy sexy. showing a little cleavage, nice skirt or dress, nothing wrong with that, but if she is dressing in short mini skirts and haulter tops with stillettos, then that is not sexy or fashion, that is sleazy, sexy, but sleazy

No, it certainly is not wrong. Probably you're just feeling protective as a sibling. But I think it's normal. Or just try to tell her nicely that she's showing too much skin if you think it is too much. Then tell her, still nicely, to cover them with something.
