You need to check with the county in which you plantto be married as these laws may be revised at any time.

General:
You don't have to have witnesses in MO. You must be 18 to marry. You don't have to be a MO resident. MO does not recognize same-sex unions. Your Officiant must be in good standing. There is a 3 day waiting period for your license, but you can get married immediately once you get it. It's good for 30 days. They take CASH only-$51-$55.

Well, you don't actually have to have witnesses in Missouri, just the officient, but I'd say 18 is proper in case they need to provide testimony that the marriage took place if the certificate is lost.
18 is the national age to be able to be considered an adult.

It depends what the legal limit is in some country. Take Australia for instance. The legal age is 18 , so people 18 and over can be your witness.

from my understanding they have to be atlest 18 or 21 years of age because the have to put a sign.
