Emigration Clearance Rules

Even if you do not have the ECNR stamp, you can visit Bangladesh, Pakistan and all countries in Europe (except the Commonwealth of Independent States), North America, Japan Australia and New Zealand without emigration clearance. In any case, Protector of Emigrants can grant emigration clearance to certain categories of skilled/semi-skilled workers for a period of six months if application is made through authorised recruiting agent and there is a valid employment visa.In case, the person concerned is leaving the country for non-employment purposes, he can obtain suspension from emigration clearance for the specified country and for the specified period from Protector of Emigrants.

These ECR conditions are based on various situations / conditions, most of the time for the safety of the Indian citizens mainly due to the legal conditions of the other countries.

Secondly, as someone above tried to link it with money making, it is not so. You provide appropriate documents at the time of applying fresh/renewal passport, you get this stamp done without any extra cost. It is common among a few to blame others for their own foolishness which they never realise and learn, but keep cribbing.

ECNR or Emigration Check Not / required is an Indian Government requirement, no other country requires this, This is according to Indian Government to protect Indian Emigrants.

I Personal dont see any use of this, its nothing but a money making source of the Goverment.

This rule is applied only in India, Indian passports issued abroad /renewals abroad are exempted.
