To me, hairdo contributes a little to how 'sexy' a person is. Makeups, dressings and personality are the important factors to consider too.
Sure, pigtails could be sexy...

people always say they're sexy in the sheets. but on the streets, not so much unless you're five. I'm 14 and i can pull them off. actually i gots em right now.

In the cases of the 14 year olds who wear them to look "sexy," they just creep me out, because it just reflects their inner child. I'll have to say leave them go.
