I think that if you haven't trusted in the finished work of Jesus Christ on the cross as payment for your sin debt that you are on your way to hell unless you repent and do a U-turn. As for smoking weed, the Bible doesn't mention marijuana, but since it's illegal it is incompatible with a Christian life style as we are supposed to obey the law and be filled with the Spirit not with intoxicants.

The only sin unto death (hell) is unbelief.
Smoking weed by itself wont send you to hell, but it sure might send you to jail.
Being a good person doesnt get you into heaven. Actually it's the contrary, being a sinner who has accepted Christ as his savior and is born again of the Holy Spirit is the only way to heaven.

The bible does say to obey the laws of the land you live in, except when thay conflict with God's laws. Canibus was not discovered in the time of Jesus so I can't give you anything specific.

Hell is the punishment for sin commited by sinners... however you do not have to go to hell. there is a payment to redeem you from hell. It has been paid. its offered as a free gift for those who will accept it.
Romans 3:23-24 For all have sinned and come short of the glory of God. Being justified freely by his grace through the redemption that is in Christ Jesus.
Romans 6:23 for the wages of sin is death(hell) but the gift of God is eternal life throught Jesus Christ our Lord
Romans 5:8 But God commendeth his love toward us, that, while we were yet sinners, Christ died for us.
Luke 13:3 I tell you , : Nay: but, except you repent, you shall all likewise perish.
Romans 10:13 for whosoever shall call upon the name of the Lord shall be saved
Roman 10:9-11 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
