Depends if you're actually after a car ... or just refreshments. Early morning is good if you want first dibs on the donuts and coffee before they both go stale.

If you're actually seeking to buy a car, I don't think the time of day is as meaningful as the time of month/year. Dealerships are constantly trying to meet quotas and if they are behind at the end of a cycle they're more willing to bend for the customer just to get the sale.

Morning. About 10ish - 10thirtyish, maybe a tad earlier. The sales people are ready to start the day, they've had their coffee and are ready to go. In the afternoon the day is wearing on, they've got places to go, people to see, and tired of doing paperwork. If they sell a car, it will mean they spend extra time at work. That's the only scenario I can come up with.

i would say early morning because you don't want it to be crowded and when you buy you would want to show it off
