You say when is it OK. You are not asking when legal.
Therefore I say when you feel in danger by staying still. There might be a threat of mugging etc. You may still have to argue your case though and be able to demonstrate that you took care to do so safely. Also a police officer can direct you through. Many traffic lighhts have sensors. Some times a truck is not detected (or a bicycle) I don't think any reasonable judge would expect you to sit therre all night. Also for faulty intersections but you would want to log a call to the repair company.
A tip about sensors.
They work of a loop of wire in the road. The change of magnetic field as a vehicle enters the loop causes detection. If on a bike you may have to lift the front wheel to be detected.
In a truck you may have to roll a little and jerk the brakes to cause detection.
You can often see where they are by the rectangular cuts in the bitumen road.

(2) Clearing a path for emergency vehicles. At times it is necessary to violate traffic rules in order to allow these vehicles to pass through unhindered.

when you are turning right after you stop... or if you are going left on a one way street its okay after stop. Other than that ... never unless a police officer is directing you through.... Now in a case where the light is obviously stuck on red and you have been there over 10 min... i would proceed only after it is safe and contact the police dept as soon as possible that the light is stuck

i think on Indian roads.... in night or at a high speed intersection road where if u stop u might get hit by the car behind u it would better idea to keep going and not stop... cause if u stop u r in danger and if u don;t u still in danger.

its never OK ,,unless your making a right hand turn,,and the road is clear,,unless there is a major emergency or someones life is in danger,, you probably will get caught for it,,and pay a hefty fine if you just do it for the fun of it,,and you will eventually get caught,,everyone does ,,sooner or later.
