Check out a free program called Irfanview.
Yahoo/Google "Irfanview".
I know it can convert bmp to jpg/jpeg.
So I suppose it will do the reverse.
This is a free program with a very good reputation.

As phyrric_victories already said, IrfanView works well, but there's no need to search for it. It's in my Sources section :)
And, as mentioned by multiple others, MS Paint can do it (although with poor quality and compression). But, you must be using XP's (or newer; can hardly wait for Windows Vista) Paint.
But, if you want lots (LOTS) of control over the file, my favorite application is the GIMP, which is a full-fledged image-editing app, comparable to Photoshop. It also happens to be free/libre open source software :)

If you're using Preview, go to File, then Export. Click on Format, and select BMP.

Google "Irfanview" - it's a free program that helps with photo manipulation. It converts images to different file types and it always handy for resizing objects and simple photo/file conversions.
