no let him ask you out, most guys would get creeped out if a girl asks them out. We like to be in control.

If you would like to go out with him than yes....but make sure you at least have some good conversations first so you can see if there is interest....but if you ask him to join you for something that you already have to go to....it is a little easier and less pressure
