If you delete a file the first character of the file name is changed and the renamed file is placed in a index the recycle bin program reads to populate the list. If you delete it from the recycle bin, it is not destroyed, just removed from the index.
There are programs, refereed to as Forensic programs that can still recover these files.
To completely destroy the file, you must "Wipe" the space reported as empty on your disk.
There are several good free programs to do this. I like MPC's WipePro Demo ( a fully functioning Demo).

No, they are not gone. Their references have simply been removed from the file index.
As long as you haven't installed anything or moved a lot of files around since you deleted the files (if you have, you probably inadvertently wrote over the deleted files), you can probably get them back with a specialised piece of software. I believe Norton System Works comes with one. Otherwise, just do an Internet search for undeletion.
On the other hand, if you want to make sure a file is deleted permanently, you can use a program that writes over it with random data multiple times. There is one which can be accessed from the Advanced mode in Spybot - Search & Destroy.

ok heres how it works: when you delete something, all you do is delete the directory to it (basically, think of it as limbo, you cant ind it without help) so, windows cannot access it, but it is still on ur harddrive. therefore, there are programs that can recover it (although, it can costa lot.) however, if your aim is to eliminate the file, you need to get a program to rewrite over your harddrive around 30x in random code.(i would do more, you dont know haw advance the government has {and therefore may have sold to people, or given it away/gotten it stolen by accisdent.), i would do about 200x, but it will take all day. if you dont need the harddrive, either take a cutting roch to it and melt it, use acid, a super strong mgnet (i do mean super strong, i dont even know if electro mags on cranes work.) or, take a drill and put a nive big hole through the ceter f the disk (or several.)

anything u deleted from comp goes to recycle bin ...you can restore the certain files u want if not del ....if u do a delete in rey bin all data is deleted sorry and cant get back...be careful on what u want to keep..

it depend on the type of "file" you are referring to. if it is file such as .txt or something like that, i think it is deleted once you clear the recycle bin. But, if you are referring to application file like .exe, i don't think it will be deleted. refer to Start ==>Run and type regedit. you can use the find tool to search for the file and restore it back. i guess... it works for me...

You never actually delete any files.
you just delete the directory reference to the file.
Microsoft tells you lies like this all the time.
You must restore the file before the operating system writes over it with another file you are storing.

No, they are not deleted they are still exactly where they were, it is only the address as to where they were stored that gets deleted from the index... ie: they are still there but you just can't find them.
