It's "moku-satsu". It means "ignore it entirely" or "pass over it in silence".

"moku" means say nothing.
"satsu" literally means kill. In this case, it means hush up .

It's a place name. Matsu means "pine". None of my dictionaries have Suka. Judging from the "is." it must be the name of an island, but not a very major one.
