It is called a GIF animator. There are free GIF animator creation software packages available in internet. Some years ago even microsoft had one. You simply create GIF images of the same size and load it one after another and set the animation. Then save the whole thing in another GIF image and view it.

go to www.slide.com it also gives you codes so you can use em on various sites. There are many options available of how you want to do your picture.
