As others have mentioned, the Bible doesn't deal with mental health as we now conceive of it. It speaks of God being near those who are broken hearted, and giving favor to those who are broken. The first part of the book of Romans explains that God's eternal nature can be perceived even in his creation, so we are without excuse when we turn from him. So I think you could take that to mean that God only holds us accountable to what we can understand. However, he does know just exactly what we do grasp, and we can't pull the wool over his eyes pretending we don't know.
The point of coming to Christ is that we acknowledge that we can't make it on our own and need him. The God I know in the bible, and perceive in nature, is a mighty and kind Father. He has made a way for ALL of us to come to him, though many will not choose it because it requires letting go of pride. To be honest, as far as really understanding the Gospel, I don't think any of us do yet. But many have come to the point where they are ready to yield the reins to Another, even based on what little they do see. I think that the mentally ill or depressed are wonderful candidates for the gospel, along with everyone else. What better news than "Your sin has been paid for! You are loved and wanted! Your maker is near you, and will bring you to full wholeness, if you will come."

I think indirectly it does...I think it refers to being oppressed by such things but finding hope or a cure is to rely on God and to recognize help when it is presented such as psychiatry.
