She needs to apply deodorant within a few minutes of exiting the shower. Bacteria start to form the minute you are out. It is the bacteria that causes the odor.
Make sure she uses Deodorant Soap in the shower, (as opposed to non-deodorant soap like Ivory) (makes a big difference)...
and of course, she has to use the deodorant soap under the arm pits.
I have tried a million brands of deodorant and most don't work for me. The two that work are:
(1) Secret Soft Solid (powder scent)
(2) Original Mitchum roll on

Have her try Lady Speed Stick, Degree, or Secret - those are the strongest deoderants. Also, ask her if she puts deoderant on after she showers - because if you wait until you stink to put it on it's much less effective.

Antibacterial soap -- the liquid kind is best -- and use a lot. No kidding, this worked for my sons when they were just beginning to need deodorant. I works as a good supplement to the deodorant. Also she might try a different brand of deodorant because what works for some people doesn't work for others.

I think first you need to find out what she eats or If she is taking something in meds that are making the odor.What soap is she using. If those are not the answers then maybe the Doctor would be a good place to start.

Why don't you seriously make sure that the odor is from under her arms (where you put the deodorant)? Maybe she has a hygene problem somewhere else. I have known women who smelled really bad, and the odor was not in her arm pits.

is she sweaty all the time too?
if she is she might have a condition called HYPERHYDROSIS (sp.) anyway there is a special antiperspirant that can be bought behind the pharmacy with out a prescription that stops that , and she would only have to use it a couple days a week

Try to be as delicate as you can with her. You don't want to give her a complex about her body image. Suggest bathing more frequently, changing deodorants, body lotions, bath soaps, shampoos, etc. Best of luck!

just standing under running water ain't taking a shower. She must use water, soap and a wash clothe to clear all over. You're her big sister, show her and tell her what to do.
