They fell in love and she was crazy about him. He promised to wait for her but then the divorce started dragging on for months and she didn't feel it was right to ask him to wait for her divorce to become final but he wanted to keep his promise. Meanwhile, after around 8 months of not seeing her, he started dating again to try to forget and move on but never thought he'd find anyone as special as the former girlfriend. Then, when he did, he suddenly felt guilty and torn between his former emotional commitment and his desire to move forward with the new relationship. This poses a three-way dilemma because now the "new" girlfriend doesn't know where she stands and has to watch the drama unfold and risk losing her new-found love. What should she do? And how can she know whether to bow out gracefully or hang in there and wait it out?

You said he "promised to wait" for the woman whose divorce is pending. What happened to that promise? It is for HIM to decide now if he wants to break that promise and move on with his new girlfriend. Both the women in this relationship are not at fault.
