my friend already has the disease and we are wondering if it is dangerous to get a tongue ring or if it increases risk of passing along the infection

Yes. Just let the person doing the piercing know so they can take precautions to protect themselves and future customers.

it dosnt insrease the risk, it heals around the barbell,for the 1st couple of days when ther is blood present that may cause a risk ie; kissing,shareing utencils things of that nature.

if the person use the needles to pierce, a brand new one, your friend will be fine.
