Also what are the numbers next to the thumbs up and the thumbs down. Are we so rate each of the answers?

Nope, no points for rating questions, or answers. The numbers next to each symbol mean the number of people who gave that rating. We are to rate any of the answers we feel like rating.

You don't earn points by rating answers. The numbers are to show you how many people rated this question/answer as good or bad.

You don't earn points for rating good or bad questions. That would be something to look at, but it would bring a lot of abuse to this system :)

I don't think so because I just tested it. My score didn't change after I voted.
