that's a quote from a tv show, the simpsons, it's making fun of when you become nervous and you want to say something impressive (witty) to someone you find attractive. but he anded up saying "doh" making him look silly instead :)

It's probably an inside-joke with one of his friends. An inside-joke is when two or more people are talking about something random and someone says something funny and then whenever those certain people get together they re-say their joke. I have many with my friends!!
