My goodness, some of the creative answers that are posted here!

Many German Shepherds have black spots on their tongue. It's completely unrelated to the purple tongue of a Chow Chow. It doesn't have any particular meaning, and your dog probably inherited from the German Shepherd side rather than the coyote side (I wouldn't know if this is a common marking for coyotes). I'm sure there are other dog breeds that commonly have these black spots as well.

There is an old wives tale that black spots on the tongue is a sign of intelligence. It's not true, of course, but it's a fun tidbit to share anyway.

I one time saw a dog on oprah and she asked the same question too and thats because of the parents have a spotted tongue so your dog has a spotted tongue because one of the dop poarents had a spotted tongue

I know dogs that are part chow have these black spots. They are just markings, just like any other markings on their body.

It isn't Rabies. Has he had the spots and you never noticed them before? Could just be marking on his tongue. And if they just came up then you need to take him to the vet.
