can u download it or do u have to buy software for it??If u do download it, is it free?

Adobe Photshop is not free, the gimp (just as good) is free.

Photoshop CS, the full professional version, is usually about $700. Photoshop Elements is the 80% version that has all the stuff you need unless you are a professional illustrator using it all day. It is less than $100 and well worth every penny. It is sometimes on sale for $70, or comes bundled with other SW like Adobe Album.
I have also seen it free sometimes with scanners, other hardware. Version 4 was just released. Be sure to get at least Version 3 that has one major addition, a contrast balancing filter that saves hours of work.

You have to buy the software and download it. I think it cost around $50-$200 depending on what version you buy.

As shmifty_14 said, Gimp is a great open source alternative to Photoshop.
Checkout Scott Moschella's hack for gimp called GimpShop that turns Gimps user interface into a clone of Photoshops.

you can download it but you will have a trial period to use it and then have to pay for it...other than that yes you have to buy the software it is not free less you can get it from somewhere.

All of the programs below are totally free.
The third down, GimpShop, is similar to photoshop.
Some of the others (PhotoPlus and Photofiltre) are easier to use.
